The old F-14A Tomcat had a similar issue...sometimes two of the spoilers on each wing would fail to work...not good on the catapult ready to launch...the quick fix was to have the radar intercept officer (RIO) pull and reset the circuit breaker to the lower left and behind him...the pilots thought we were magicians...saved a few launches doing that.
