PCV is probably all you need. PV is a great flash tuner, but costs about $200 more.
Fuel Moto Micro Tuner is similar to the PCV but even more cost effective (~$250).
If you really want a flash tuner (nothing under the seat) consider the new Vance and Hines FP3. If your wife's bike is the FXDB it will work. It's a flash tuner that interfaces with a smart phone, and it's been getting great reviews for stage-1 applications. It doesn't cost much more than the PCV ($ 299 PCV vs $332 for FP3). This may be your best option.
Call Fuel Moto and discuss with them. They are straight shooters with great support, and sell all the above. I used their pricing for the comparisons.
If money is not an issue, get powervision. If she is not gonna pass stage 1, PCV is more than enough I guess. You know what I would suggest you? Get a powervision and share it. Flash her ecu then mount it on your touring model. Extra license is $199, sell your PCV to someone.
P.S. I have used thundermax and power commander in the past, nothing beat a power vision.
