Def bring it up. You can bring it up fairly and nicely. You can be kind and not a pushover at the same time.

Think of it this way.

Presuming he's a nice guy who takes pride in his work, he'll want to make sure he's on top of his game - which clearly he wasn't here. There's almost always an angle of respect to approach these things by.

Thanks for the advice gents, I called and left a message last night I will see what we come up with today. He claims they normally charge 10 extra dollars a rim when painted and he dropped that charge but in my eyes thats crap, would rather have paid an extra twenty dollars and had no scratch. He has done a great job in the past with my bike and I would hope he values my business enough to fix the issue. I let it slide when I was leaving his shop last night cause it was tough to see in the shade but when the light hits it its very noticeable. Needless to say I am unhappy with it and want it fixed. If he does not fix it I probably will and will take my business else where in the future. He normally does great work and has been doing this for 20+ years so I hope he makes it right. He did at least bring it up to me right away vs me finding it later down the road but it does not chnage the fact that its there.

Heres a close up pic this goes almost around the entire outside of the lip of front rim. Unacceptable if you ask me.

Negative, only told me about the extra charge after the fact as well never said a word up front.

I can't tell, is the scratch in the paint or past the paint down in the metal?

Its as deep as it could get before it hits the metal its actually tough for me to tell because its so deep, I did not realize the paint would be on that thick.

Another location where the scratch is not a wide but just as deep. They claim a rock must have been caught between the rims and tire when they were taking off the old tire.

Wow that's bad. No way I'd accept that. The guy I used on my freshly powdercoated rims was careless and dinged the rear wheel's powder with the irons when he lost control of them. Pissed me off but I only see it if I look for it under a certain light. But he works out of his garage and I needed to avoid a shop so it's my fault. Next time I might just buy the tools to change myself.

Yeah I tried to shrug it off but its not working, gotta get it fixed. The bike is pristine too, so its stands out. I am not sure how they can fix something like this?
