Im no Harley expert but ive found that the correct torque on the triple clamps can cause what you describe. It's vital. Check it

Thanks for all the helpful hints guys. Much appreciated. Now where to start. fork brace and heavier springs. Ill post how it all works.

I agree with him on this. Thats first thing i do is check the tightness in the bearings in the steering neck. Every time my scooter got sloppy i tighten them up and all was great again.
