Clean with a alcohol based cleaner, and I like to scratch up the area to be bonded with 180-220 grit paper. The down side I forgot to mention is it takes a special applicator gun for the 3m adhesives, like a caulk gun with 2 plungers side by side, and its kinda pricey by itself. There are other brand guns that will work with the 3m like SEM and Transtar, but anything you can use to push both sides simultaneously will work. You can always ask a retailer that sells the 3M if they have a gun you can rent/borrow. The Permatex Plastic Weld holds excellent, and is somewhat easy to use, you just have to ready and quick. I used it to attach the tabs that latch the lids to the bags and even with all the tension and vibration I've had no issues with them breaking or cracking.
I was thinking of cutting the shock pocket out ABS welding a flat filler piece in and putting an additional layer of 1/16" across the whole inner side of the bag to strengthen it since there will be so much original bag being removed but it seems that it's not necessary if the latch tabs hold up perfectly fine without reinforcement.
