Default Stator problem??? question??

2000 Road King Classic. EFI. I also just relocated the plug from the underside of the frame to the front cross bar on the frame as I found oil in connector and cleaned it well with contact cleaner. So, I did all the test. The funny part is the AC voltage test say good 20 ac volts per 1k of rpm. However the ohm test from the lead to the ground on motor shows shorted. Both leads from stator show short to ground. Does that mean Stator is bad?? Also, When I take the wires off the battery I show 14.5 to 15.5 dc volts from regulator, but attach it to the battery and it shows only 12 volts. This is with a new regulator by the way. Will the load on the battery make the stator short in this way and not charge the battery? Just strange I get ac voltage from stator and good 14-15 dc voltage from regulator but still only 12 volts when connected to the battery. Anyone else heard of this kind of a problem??
Thanks in advance. any help or input appreciated.

Sounds to me like a short. Any load is killing the output. Is the battery in good shape? YD
