It's a safe bet that that's what it is, unless they battery is bad and won't take a charge.. But my question would be did you replace the stator and rotor without testing them or were they bad? Here's my charging system trouble shooting. Check voltage at battery terminals with bike running, if not putting out over 12.8 volts check stator (the stator is AC current, not D.C.) If stator is putting out then it is either your voltage regulator or a bad battery, so at this point I would put a load test on the battery. Since you already replaced the statoryour problem is one of two things (well 3 if you count a bad wire), it's either the regulator or the batter. So load test the battery and go from there.
