re programming tsm on 2000 heritage

re programming tsm on 2000 heritage
Hello , new member
I have a 2000 heritage and I'm trying to re program my tsm after replacing it. My problem is my check engine light is not coming on to be able to program!
The tsm shorted out while riding, which in turn blew out lights front and back , Speedo .
So replaced all parts , tsm , lights ,and Speedo. But I don't have a check engine light on new speedo , turn back wheel arm sweeps on speedo.
Checked power org/w on speedo , icm , tsm all getting power. Turn on ign and speedo has millege and trip miles. Checked for any codes all clear. All fuses good , maybe bad icm?
Is there anyway to check icm to see if it any good , Short to ground? maybe check olms in circuit??? Or what else could it be....
Any help would be nice....
