Interesting! The unit used on 1991 Softails seems to be: 68537-89G, TURN SIGNAL CANCELLER, which suggests there is also a flasher unit. However my 1990 Glide, bought new, has the same module which controls all aspects of the flashers, including hazards. The MoCo does use some odd names! My unit flashes left or right indicator lights, plus all four of them, also turns them off after a set time or distance travelled. So no, it doesn't also have a flasher unit.

I suggest you remove and clean each bulb, to confirm the holder is clean and rust/crud free, so your bulbs have a nice clean place to call home! Old bulbs can get up to a few tricks, so if any of them look dirty inside the glass replace them. Also check connectors and grounds, as sometimes electrical problems can be down to simple things. Best of luck!
