if one does a up close study of the hd system, it does not go full bore all the time, even the mechanical regulators did not do that.
remember, the hd system is a PMG and is fixed, not an alternator, the old shovels had an alternator type system and if you looked at the generator of old, they too were sorta alternator like since the armature current was AC.
truth told, the weak link is the wiring of the stator, marginal at best. look at a common light switch, work it off/on rapidly, now tell me how the current can go to ground when the switch is off??
there is only a certain condition that the hd regulator will send current to ground and that is when the protection circuit is triggered, usually system load will keep things in check.
smoked bulb could be loss of lead seal or AC ripple beyond what the bulb can withstand, it causes the filament to vibrate violently.
