Default Strobe lights

Hello, I am a relatively new rider, just purchased my first bike in June and while I was out riding the other day I noticed a bike coming at me from the other direction with his headlight working like a strobe light. After he passed, I noticed his brake light was doing the same. It definitely caught my attention and I have to imagine it is a safety feature that can be installed. I guess my first question is does anyone know if this is legal or have any restrictions to doing this and second, what do I need to make this happen? I have looked around and I see people comparing which strobe patterns they use but I haven't seen anything specific yet as to how to make it happen. Any help/advice would be great. Just an FYI I have a 2018 Ultra Limited.

Best check your state laws regarding what type of lighting is allowed, what's not allowed, etc., etc. as those laws likely won't be the same in all states.

Don't know about the strobing headlight but Custom Dynamics makes lots of options for the rear lighting. I added their module (just plug it in) to give me a 6 second "blaster" strobing pattern on the tour pak lights on my '16 RGU when I hit the brakes. After 6 seconds the tour pak lights stop strobing and act like normal brake lights if I keep the brakes on. Often sitting at a red light with traffic approaching my rear I just momentarily let off the front brake lever lever every couple of seconds. Oh, and the module for the tour pak has either 8 or 9 different settings you can choose for various light patterns.

And I also installed the CD ProBeam all LED tail light to replace the HD stock tail light. The CD is MUCH brighter.

Check out the CD website to see what may be available for your bike. And if you have questions the CD folks that field the phone calls can be very helpful.
