Before I'd spend anything on it, I would get the frame inspected. Maybe it's overkill, but since you don't know how that happened you may want to be sure everything else is true.

The bike had been down, get yourself a new set of forkclamps top and lower.The so called specialist only change the bended fork tubes and not the clamps, you really don‘t wantto test that out.

I wonder of someone broke the fork lock off trying to steal it?

I think you should have looked it over before you bought it....

Assume the damage was from a crash, replace the damaged part and look carefully for more damage, like you were looking over a bike you were thinking about buying...

Check the frame around the neck for stress too.
