Back in the late-90's, I was told by several people who ran amber passing lamps, that because the light is less intense, it has less of a chance to cause wildlife to 'freeze' in your headlights/passing lamps. Upon reading your question, and going really far down the rabbit hole of what causes 'deer in the headlights', I don't think this is at all accurate. I will tell you, they are not better than well adjusted stock passing lamps, neither in streetlight lit areas, nor pitch black mountain roads, mostly because the amber passing lamp bulbs you will find, are relatively low wattage, and don't use modern reflector optics to maximize output. Besides going to LED's, some people do give rave reviews for yellow tinted riding glasses/helmet visors to help brighten your vision, and lessen miosis (pupil shrinkage) from oncoming traffic etc., that effects your night vision.
