Harley odometers - Tamperproof?

Harley odometers - Tamperproof?
How tamperproof are Harley electronic odometers? I'm kind of looking (kind of) at a 19 year old bike that has slightly over 10k miles on the odometer. It is not very many miles per year.

It is entirely possible to have 10K miles, especially if you see no other mods. Someone flipping out the speedo is probably doing other things to the bike. If it looks stock, most likely it has not been touched. Many bikes just sit. I have a Suzuki that my wife no longer rides. It is a 2003 and has 8K miles and never was ridden the last 2 years. I really don't want to sell it so just keep it in storage.
