Not sure what Bassani Road Rage you are running but they generally have the reputation for being fairly decent pipe with respect to TQ/HP with an emphasis on HP. Regardless of what other modifications are made, why not give the pipe a chance before tossing it? Same with the sprocket change, focus on the motor first and get all you can from the motor before making ancillary modifications; method to the madness.
Increasing the compression will make a difference with the SE204 cam, if you insist on keeping it. If you do decide to keep the SE204, install a set of 1.7 ratio rockers, at least on the intakes, to increase lift.
Not being critical of your plan but maybe take a step back and implement the plan in phases. Head work first, specifically for the 204 or whatever cam you choose, retune and see what you have. If you are open to a cam change, consider the TTS100, Andrews 48 or 57, TMan 590, S&S 585. However, remember that the head should be setup for whatever cam you select; chamber volume will vary with each cam.
I am thinking a cam change with the appropriate head work will wake up that 103 and you might not want to make any other modifications.JMHO.

However i highly recommend stepping up to a 107 or 110 if you already have it pulled apart. Your already there its just the wrist pin retainers between you and a big bore kit and a zero miles top end.
If it were me and i couldnt swing fully worked heads AND the big bore kit i would do a street port on the heads with a 1.910 intake valve on the heads and a big bore kit.
