Frederic, in terms of normally aspirated engine, what you posted means that if the engine has "tuned length" input and/or output runners, the traveling reversion wave can be used to over-charge/evacuate a cylinder. More air/fuel mix can be moved in the cylinder than would otherwise be possible with normal atmospheric pressure. Similarly a forced induction engine mechanically does the same thing, moves more air into a cylinder than normal air pressure. Dynamic compression ratio increases in both cases.

The OP is over thinking the whole compression thing; this is a tractor motor not a AA fuel dragster. Set the motor up for a corrected compression somewhere between 9.3-9.6, keep CCP around 190psi, break it in right, tune and ride. This is not rocket science and "over stuffing" is not something to be concerned about.
