That's strange as I just pulled my cams Monday and my 2 small O-Rings are on the outside. I also checked my maintenance manual and it also shows O-Ring on outside, if you think about it, having the O-Rings on the outside seals port between cam plate orifice & filter. The way your diagram shows will not seal causing it to leak IMHO.

The screen came out with the cam plate, it was stuck to the face of the cam plate ...although thinking about that again, maybe the o-ring was stuck to the plate and the filter to it ...I really cant remember, sorry.
The filter definitely came out with the plate because I wondered what the hell it was ...it is NOT in the 2014 manual at all.
My apologies to HD, I know you are not supposed to reproduce their manuals and such but for the purpose of this confusion, these are the only two bits that mention those o-rings and the "cam post"
In the section about the oil pump it tells you to lube that o-ring but still no mention or pic of the screen ??!?? It's definitely there thou, that I am 100% sure of
