soooooo many factors. it stands to reason that less recip weight will get to speed quicker. another is stroke as the shorter distance to move is quicker.
Lets see, High flowing heads, big cam, Bigger T-body and injectors, hi compression pistons, good ignition, good 2-1 pipe, Port match intake, 3.37 gear ratio.

Without changing the flywheel mass the quicker reving motor will be the one with higher cold cranking compression and a good tune and pipe.. Bigger displacement will help as you can only generate so much pressure without detonation. Bigger displacement will generate more force on the flywheel at the same pressure so it will spin up faster.
