machine has a fuel gauge?
check grounds first
check resistor bank if it has one
check harness connections
could be a bad fuel gauge or sending unit inside the tank.
symptoms sometimes are better than a code so what is happening.

Harley's Wiring diagrams and electrical manuals are very good compared to some I've used

A circuit high in general indicates short, check connections to see if as simple as water in the connector or possibly a wire pinched

if it is a circuit high, i would think the opposite. the ecu in order not to burn itself out, supplies a limited current through a load resistor and monitors the drop. if you have a short, the drop across the resistor is higher so the ecu sees a low and if the circuit is open or there is a high resistance downstream, the drop is not that much and the ecu sees a high.
kiss it, grounds and connections first, then components.
