If the solenoid doesn`t push the drive unit far enough to engage the ring gear, it will also not move far enough to close the contacts that energize the starter motor...

we actually put a volt meter across the battery read 12 6. Which is FULL CHARGE so it is not the battery if the paper between the plates is torn it would not show 12.6 it would be lower

Just because a battery shows 12.6 does not mean it is a healthy battery.
The only way to know is to see what the voltage drops to when the starter motor is cranking the engine.
