Don't need the plate or any of the other parts. I have a 2020 Street Glide with the S&S 475c and it does really well. I put it in and go at 600 miles on the bike. Just make sure your upgrade the bearings and if you don't have the updated oil pump get that from HD.
I have no opinion on either of those pumps. I will say there are more of the updated pumps on the road than probably both of those combined and the new ones seem to be working just fine. Based on that empirical data I would go with the new HD pump design rather than take a chance on a pump with less usage in the market.
That tool will get the job done. May be able to sell it to a bud afterwards. 62400247 should be the right oil pump assembly. Retail is $160. Surdyke sold me one for $120 + shipping last spring.
Make sure the install tool has the bearing seating recess on it, to properly set the bearing depth. If it does not, you are supposed to measure the currently installed bearing depth, and duplicate that with the new bearing installation.
