I did the exact same thing. The hole is deeper than the bolt. There are still good threads below the pulled threads. The OEM bolts only grab something like a quarter inch of thread. It's not much, I don't know why Harley didn't go with slightly longer bolts..

I measured the depth of the hole with a depth gauge, which gave me the MAX length (this was very important)), Then I bought a bolt that was longer than the original, but would not reach to the very bottom of the hole. I don't remember how much longer I was able to go, but it was basically the same amount of threads that the original had before it pulled them.

I ran a tap just to check the remaining lower threads, blew it out with some compressed air and installed the new longer bolt. Worked like a charm.

VERY important for all of these holes to be clean and dry and not have any oil in the bottom. I usually use brake clean and compressed air to clean out any oil.

New bolt cost me a dollar or something.

Just thought I'd post this in case, anyone else runs into the same problem in the future. I too love your Plan B, unfortunately, the budget wouldn't allow for it
