Are you able with a thumb to push down a new lifter plunger that I had soaking in oil for 1 week? The old ones I took out wont budge. ( the plunger).
Soaking won't do much to fill them. Get a mason jar. Put a Schrader valve in the lid. Throw the oil and lifters in there. Suck the air out with a mighty vac. You'll see all the bubbles come out.

EDITED: I have this set up with this older vacuum pump where I took a jelly jar that has a good sealing lid and put a couple ports in it and hooked up to plastic pneumatic lines.. I have an attachment of a 1/4" x 30" soft copper line for it to to be able to suck all the fluid out of my Forks..
so I tried it with the lifters put them in there and fill it up with oil and pulled it down to at least 18 to 20 inches of vacuum and man I couldn't believe how quick the air came out of the lifters. Almost look like boiling water LOL.. And it only took a few minutes.. thanks..
