Default Bogging off line.

My bike recently started hesitating off the line. It's like starting off in second gear. It's like u can't give it the throttle it needs. It does it worse under a load and when on an incline. The thing is it only does it starting off. Any ideas. I changed ETC sensor. It's been on the dyno. It does it with the PC V and SE race tuner. Have tried both. Really need help on this.
