Default Softail lowering kit

I'm working on doing a progressive lowering kit on my forks I noticed the caps looked like it was pinned to prevent it from being serviced? Is that there just to make it harder to remove or to stop removal completly?

Looks like someone didn't want it to come loose.

Yea they were tight but I was able to get them loose just wasn't sure initially about it

Not something the factory did. Looks like a previous owner or indy wrench took some liberty there. Any fool ever did that to one of my bikes, he'd be paying me for new forks.
