Ok first test ride from the efi to carb conversion. I verified the static timing, it fires up and idles strong , but has no power to pull out in first gear without some labor and slow throttle response. I am using the jets that came in the carb from s&s

Could the jetting be my issue?? Just to recap:
1998 ultra Classic
New top end, fresh hone, all new gaskets, new rings
Ev 27
S&s super e
Ultima programmable ignition
Dyna coil

The bike has strong spark

I'm so close!! Any suggestions???

Accelerator pump? But of course you need to be jetted properly.what came, 295 + 72?

Did you adjust the accelerator pump or change any of the adjustment screws on the carb itself and what jet sizes are in it ?

Honestly. I didn't even look. I bought the kit for Evo big twin and just bolted it up. What size jets do u recommend?

I adjusted the accelerator pump to the tuning guide from s&s. I could wind. It out more. I'm just trying to take small steps because I have no idea what the hell I'm doing, but want to figure it out. I'm done with taking my bikes to indy's

Accel pump isn't setup right then from what you describe , sounds like it's not getting any movement to the arm. Pull the air cleaner and give the throttle a few wicks while not running to see if it's squirting gas in. An S&S will run fine out the box 9 out 10 times if you don't mess with them.

If you remember what it was before you adjusted it then put it back to where it was.
295 and 72 will work fine with your bike.
After I got mine I tried all kinds of different jet sizes and combinations that that is what worked the best on mine.
As Twisted says they work good out of the box most of the time.

Try color tune it's a clear spark plug it will help you get close in your tune.

Looks like a cure for a problem that doesn't exist.
