Sure sounds like an intake leak. Check it real good. After pulling my intake twice I put a dab of red RTV on there, let it dry to tacky and then installed the intake. Runs perfect now. You may pull the float bowl and give things in there a good look too. Some garbage in a jet can cause issues like that too.
What I've done to remove the socket head screws is cut a short piece from a 1/4" Allen wrench about 1/2 inch long. insert it in the socket in the screw with tweezers and turn it with a 1/4 inch box wrench.
On my Sportster, I could replace the seals without pulling the tank. Probably not on the Softail.
Yes, you can put in hex head bolts, but there's no clearance to put a box wrench on them to remove them, that means struggling in a tight space with open end wrenches. I hate doing this, since the wrench always ends up slipping and rounding the corners of the bolt head.
