I doubt if he is the only one. The very word 'pull' suggests quite the wrong approach. I've watched my own bike being set-up and it didn't spend much time flat out, but with transitions (it has a carb) and interim running being checked.

They don't spend any time "flat out" they wack it WFO it climbs to Red line, it is shut down...Then they look at RPM and Power Output...Never seen anyone use Mid Throttle settings...Physically it all seems done at Wide open throttle. YMMV or maybe, Lucky You, your guy has a Water Brake Dyno...Very versatile tool there...None around anymore.
