That is how a friend of mine runs his bike and has for years.
My 84 Softail came from the factory with both. When the throttle cable broke, I pressed the idle cable into throttle cable service and it has remained that way for over 20 years.
ETA: My manly parts are still in service as well. So, I say running without an idle cable is not dangerous to your troublemaker.
