Full coverage. State Farm. Insurance is a bit pricey in Michigan due to the No-Fault Law. I think I pay around $39 a month (year round). They've been good to me, especially after the accident back in 2003.
I didn't think USAA insured motorcycles any more. I have one that is grandfathered in with them but my Evo is through Progressive for USAA members. Might want to check on that but I could be wrong.
In my experience insurance cost is a weird thing. Progressive is especially odd. Twice now (on different bikes) I've had a decent rate, and for the second year they've jacked it up by half again. I had no claims or accidents either time. I'm with Progressive now (for the third time, on yet a different bike) because the full coverage yearly rate was $189 versus $580 for the closest competitor (represented by my agent). BTW, I live in Southern California, but not in a big city (for rate comparison).
I'd shop around. Maybe visit an Independent insurance agent that carries a couple of different brands of insurance and see what they can do for you.
I only go with liability because they aren't goiing to pay anything for a 95 FLHT.
I did just receive a mailer from Markel that they are offering declared value.
I may have to look into that.

You can always get it appraised ..Also if you have upgrade receipts like a fat tire kit, trans upgrade or even custom rims it will increase you total loss value coverage. But you need receipts to prove.. That's according to my Agent... 99.... lol...
