I've noticed my volt meter bouncing around in unexpected ways in recent weeks as well.
Over the weekend I ran through Dr. Hess' tests, and everything checked out fine.
Decided to buy a new battery anyway. I was still running the one that the PO installed, and he was kind enough to write the install date on it which showed it was now five years old. Figured it was worth swapping just because.
I put on a new regulator last year. Double checked the connection and all is well.
The volt meter is still a little glitchy. Mainly it just reads about one volt low. I'm ignoring it for now.
when I go on long rides and its hot, I see my volt gauge jump from its 13 volt to over 14 volt...is this the rectify/regulator getting hot?
A member recently announced that he had found a dodgy wire on his Evo, which once fixed had solved a slight wiring glitch. Your condition may be something similar, or quite possibly the regulator playing up. As 0maha pointed out we have the good Dr Hess's Sticky to help us solve charging circuit problems, so by all means check yours over. In the meantime checking the wiring linked to your voltmeter is well worth checking through - a loose connector or damaged wire only costs a little time to sort out!

FYI mine is exactly the same, a full volt lower than actual voltage readings at battery. It even pulses with the blinkers, but nothing else. I have simply accepted it as is and will not worry bout it.
don't believe the HD volt meter. they're not very accurate. wire a hand held digital volt meter to your battery and see how that works out. that will provide a lot better accuracy than the HD meter.
