First question: Yes, the Timken bearings have a spacer in all the wheels, cast or laced, to set the end play. It may be a different part number (I'm at work and don't have the parts manual with me).
Second question: don't know right now. Someone else here surely does. It wouldn't surprise me if they used the same springs for both forks with a spacer for one or the other, though.

1) Yes they do.
2) Oem number for FLSTC springs 45931-86
Oem number for FXSTC springs 46048-84
Since they have different part numbers I would think they would be different lengths.
I do know Progressive uses a different length spacer between them.
I saw that they were different part numbers. The damper springs were different part numbers too.
I ordered the different part number dampers and those were the same length as the fxst ones too and those I ordered directly from Harley. I am just second guessing the springs they sent to me (but those I got aftermarket from eastern performance or at least I think that was the company name)
Hey Jason. Yea the spacer is between the bearings and you will need to shim them to get the proper end play of .002"-.006".
As for the spring length. If I can get to the shop tonight I'll measure the length of the stock fatboy spring out of the tubes and list it for you. maybe even some pic's.
It's entirely possible that some aftermarket fork springs could be the same length for both FX and FL front ends, but with different length spacers to suit the specific application. I'm pretty sure Progressive Suspension does it this way.
