Was looking into getting some sort of throttle lock for my '91 FLHS and when I went out to measure the handle bars I noticed a small **** on the bottom of the throttle side handle bar in the area of the turn signal and run/stop swtches but on the bottom of the control unit. I wondered what it was and twisted it and it made the throttle hard to turn. The throttle would stick in whatever position I turned it to. Is this some sort of early cruise control device? I can't think of what else it might be but it doesn't necessarily seem easy enough to use single handed to actually be a throttle lock of some kind. Anyone have any idea?
Yes that is a throttle lock, with practice it can be used with your thumb as a cruise but not the best idea. I do it occasionally though... Most start their cold bike with the choke on, lock the throttle with that locker just enough above idle to warm it up without the choke on.
Choke should be on as little time as possible...

It can foul you plugs. Choke or enrichment to start it and get a steady idle. When it starts to speed up your idle, kill it and put your throttle lock on at about 1100-1200 rpms until warm
