To be clear and to better learn...when you state fuel filter plugged.
Do you mean the sock looking filter was covered? as in covered with loose grew tank liner?
Also, please triple check the CRANK position sensor wire connector mentioned earlier...huge possibility it will become disconnected if it is not zip tied a few times(especially if tins were removed).
