The 1998 will not work. There was a fairing change in 1996. The part number you need is, 14128-86A. You will probably be able to use one from a 1986-1995 model Electra Glide.

Item 20 is the actual windshield. Item 21 is the "CUSHION TAPE, OUTER FAIRING" and the part number for that is 58247-86. It's still an active part number but looks lie it is going to be discontinued soon. Should be available for order from any dealer and runs about $10.00.
