Never a good choice. The purpose of a circuit breaker is to protect the wiring it is protecting. If you install a breaker with more capacity you risk the possibility of burning up your wiring. Replace with like amperage or, as a test, simply swap the offending CB with another one on the bike.

Sounds like you have a short somewhere. Lights go off, the CB has popped. Lights come back on the CB has reset itself. Get yourself an OHM meter and start looking for grounded wiring.

In NY, you don’t need them, but if they’re on the bike they have to work or you don’t pass inspection.

If you have any connectors in the line I would separate them, check them out for corrosion, assemble with some Dielectric grease and plug them back in.

When I lived in New York up to three years ago they just checked your headlight, tail, brake and blinkers. And if you look it up it for NY it states they cannot fail an inspection if the fog lights are not working. Driving lights, fogs, same group.
From NYS inspection site;
These items cannot cause you to reject a vehicle. The items are
  • bumpers
  • fog lights
  • Lots more but not needed

Just for info in NY

Only applies to signal lights and bikes with CAN BUS.

Are you telling us you have had two sets of passing lamps with the same issue?

Where are your passing lamps getting power from?

I had a rear blinker that Satan him self installed a bug to it just to drive me nuts!
Mine would actually alert my ecm that I had an engine problem (2014 softail) and would actually cause all kind of evil issues with how it ran. From afr to drive train woes.
turned out to be the switch in my hand controls

Okay, installed new circuit breaker, and doused all connections with dielectric grease. No go. Waiting on my buddy to bring his "high tech tester". Either a bad ground or the switch. Anyone got an old spot switch for an 87 FLHTC laying around? Ordered one from Pinwall a while back, and they sent me a Cruise switch.

Try cleaning it out. New ones are sealed. Older are not.
