So I picked up a 1984 fxrs that needs some work for cheap. And then I found a 98 fxd Evo Dyna I just picked up for 3k what can I do to the evos motor wise to get more power for a budget build.. I've only had tcs. Both are stock bikes.
How much do you want to spend? The sky (and your pocket book) s the limit.
The 98 will need an inner cam bearing. For more power, put a cam in it while you are doing that. The CV carb on it can be tuned to improve it with the new cam.
The 84 will need a carb. S&S or a CV. A cam will help that bike a lot. It will also need new lifters, so that's a good time to put the cam in also.
The simple things, in addition to the good Drs suggestions, are replace the airbox, if stock, also the mufflers, plus the ignition module. The stock airbox is actually a muffler and along with the exhaust mufflers, cam and ignition system are all designed to comply with emissions regulations, which restricts noise output as well as performance.
People will argue one way or the other, but for the most part the Evo came out on the 84 Softail and touring models only.
Evo FXR's were out in 85, along with the full big twin line.
