I'm hoping this thread gets long legs so I can revisit when I get the 95 mobile.
When it comes to vibration, I have three memories to go by
My 2014 Limited, I can ride coast to coast without any pissing and moaning about dead leg vibration
A 2004 Heritage I had, smooth as silk at idle. After an hour of riding, legs felt numb
On the 1995, on the two weeks I rode it before tearing into it. Idle was fine, felt like an eruption at speed. Arms and legs.
So far i've put on new rubbers for the forward control foot pegs and ISO grip weights
On handle bar rubber bushing's, do I go with new standard OEM, or is there a better part out there? Any secrets to popping them in and out ?

I like O.E. Handlebar bushings... But there are Rubber ones out there... solid??? Not for me..
But... it looks to me like you are gonna be needing a Twinky to be happy... Certainly Balance Shafts....Whatever you do.... Do Not crawl onto an Ironhead!!!!!
No. All Evos are the same. No internal balance shafts.
I was aware of that. I just referred to the balance shafts as cams as some do to their offset shape to counter the crank shake. What thru me was when Bcain17 said there was no shake at idle.

at idle and up to about 50mph quite smooth. They all have some vibration. From 50 up as the engine Revs higher the vibration increases a lot. I wondering if a 6 speed transmission would help?
Forget the 6 speed for now, you can't really use 6th until 65+, and that's if you have enough power to pull it, if your close to stock power, you would have to change the primary or final drive ratio to make 6th useable, which would put the rpm's close to where they were.
Hard to tell what your feeling with words, I assume you feel it on your feet and hands? Feel it in your seat?
You keep referring to MPH when the vibs start, but then say when the RPM gets up it vibrates, that's why I asked if you run up about 70 mph and pull clutch does the vibs go away? You have to isolate whether it's MPH or RPM related first.
Vibration can come from many things, engine balance, crankshaft or transmission input shaft run out, engine running condition, pretty much anything in the drive line, loose engine/trans mounts, belt too tight, loose exhaust,,,,and so on.
You may be close to normal vibration on a solid mount Evo Softail and just need foot board inserts and ISO grips.

thanks for all the info.
The reason I say mph is that is the only gauge it has. I am sure you are correct that its a hard mounted evo causing it.
I have checked all external stuff and will check the mentioned. The bike has 24k on it and everything is original.
