Well last night after looking at options on how to fix/coverup the problem. I think I found the missing part needed. Aftermarket shop has a gasket labeled with the same part number of HD. Part looks completely different from HD exploded parts book. Waiting on shipping. I will post the results. Stay tuned!

Thanks to everyone so far,......To be continued

Question does the spreedometer sit below the instrument panel utilizing the flange on the speedometer or does the speedometer push through the instrument housing with a gasket between the speedometer and instrument panel. Currently the speedometer sits about a 1/4" about the instrument panel. Could the previous owner put the wrong bezel on it? Also I can't push the speedometer down any farther to make it flush? The exploded view doesn't provide any help or nor does the service manual? Any help would be appreciated.
that pic is what both my 94s look like

It looks like the bezel, and glass covering the speedometer is not flush to the dial.

iirc, the speedo is mounted to the console bracket, and the console is mounted separately. They are not bolted together. You need to lower the speedo mounting points on the bracket.
