Did any 1993 Heritage Softails come with a factory neck lock? I know mine didn't but the owner of this claims his did. Idunno, that doesn't look like a factory job to me there isn't even a boss for one on the frame.
Sure don't look like a MoCo Job to my Eye... But, it probably did come to the current owner like that... done an owner, or two even, before!!!!!

No EVO era softails come with a factory neck lock.
They came with a loop that you could put a pad lock into to lock the front end.
Well actually there was a loop on the frame and a loop on the bottom tree that when you lined them up you could put a pad lock through them to lock the front end.
