on stock axis tube a 1/4'' hose fitting-what is it and what does it connect to??

There is nothing that connects to the swing axis tube like that. It is just a tube, with internal threads at each end, and a flat spot to grab it with a wrench.

Actually that's not completely true.
If you have a California model part of the evaporative emissions canister bolts there.
Or the hose from the cannister to the carb I don't rightly remember right now.
