If you can find a way to bleed down the lifters then you will be able to assemble the rockers and install the shafts... Other than that you'll have to pull the complete rocker plate assembly..

Thanks, I thought pulling the lower rocker cover also relieved some of the force on the heads... this makes me feel better.
