I put my dash and tank tank insert in a box after I took them off and this was left over. I have no idea where it would have come from and was in the box (which has a lid and was closed (plastic bin, actually).

That part looks to be galvanized. I have never seen that material used on a harley. I think you might have gotten a part from something else mixed in with your take offs on the bench.
