Ive seen this hose attached to the frame a few times now and started wondering what it’s for. It’s in between the rear shock and the fuse box above the belt guard.
I guess I coulda yanked the seat off and looked but that’s a pain in the *** and I been drinking so I’m lazy.
It's a fuel tank vent not related to any emissions.
Starts at the tank, there is a nipple on the fuel filler bung under the black console housing, there is a short section of rubber hose that goes from that nipple to the left side of your frame neck. There is a little inline one way valve (black round piece) where the rubber hose ends and a plastic line begins.
That plastic line runs along the frame backbone (under your fuel tank) and ends up in the down tube of your frame (your pic).

On my 98 Ultra, it also dumps should you overfill.
