Yes, the missing stepped washer is the root of the issue. I have a couple coming, along with a shim kit and new Timken bearings. I needed to go to school on wheels anyway, it was a weak area in my understanding. It has been pointed out that my rollers look fine, but since I know it has been running like this incorrectly for almost 10K miles, and has scored one of the thin shim washers, I can't feel good about putting it back in. For the relatively cheap cost of a new set of bearings and races and seals, I am just going to replace them again, correctly this time.
I just bought a used 3/4" axle and both spacers for $25 shipped. I will make it my wheel set up jig, and probably fashion a way to put it in the vise more securely. Hopefully I can get the races out. They have been in less than a year, so I have hope and an Amazon tool coming. If I get 2 -3 uses out of it I will be happy. Yes, I do have a German made dial indicator.
