Not much info there to go on. choke/enrichner? turning over or turning over slow? Little more detail would help.

Check the enrichener(CV carb) Sometimes when you pull it out it won't stay there There is a place where you can tighten it Is the accelerator pump working (CV carb) Are the plugs getting wet? Dyna 2000 is a great ignition system

I used to have a '90 FXR. My cold start procedure was:

1. Turn on the gas
2. Open and close the throttle ONCE
3. Open the enrichener.
4. Hit "Start"

It would fire right up.

My 97 evo has ahard time starting when it's"brrrrrr" cold outside.
1. two twists of throttle
2. pull out enricher
3. hold throttle half open
4. crank until it starts to putt
5. once it is puttinglet go of the throttle while still cranking
somedays it takes two or three trys but she always starts and this works even if it is -10 degrees outside.

I think every engine is cold blooded in cold areas. Personally i don't own cold blooded motorcycles but i have always lived in the southwest. The original poster never mentioned what type of carb is on his motorcycle. That may make a difference on how you remedy hard starts. The Amal carbs on english bikes had ticklers that provided quick easy starts, i wonder why they don't employ them on today's American V-Twins.
