The vacuum is generated by the flow of air UNDER the slide and past the hole. The larger the hole, the greater the vacuum is in the upper chamber. A large volume or air passing over an orfice of a "sealed" or enclosed chamber WILL create a vacuum in that chamber. Physics 101.

The purpose of the oval opening is to allow for air intake by and around the enricher valve. It is in the lower chamber between the diaphragm and slide and is sealed off from the vacuum/spring side. If the enricher valve is properly seated, air blown into that oval opening will only go out between the slide and carb body.

But true, when blowing into the oval opening the slide will raise. That's because it's going UNDER the diaphragm and pushing it up.
