We been using Ultima motors for quite a while and use the VOES on all heavier bikes or bikes with added loads, ie: taller gears , mostly two up riding, or people who do a lot of loaded touring. We set the VOES at 7Hg and find that works well for most applications. What are you running for jets?? If the jetting is larger than needed then you will get more standoff. If the valves are not right or not seating properly you will also get standoff. You might want to do both a compression check and leakdown for baselines anyway. Hope this helps. Reversion (stand off?) seemed the likely culprit for the gas dribbling out the air cleaner.
The manual states a couple of times that modifying or changing the ignition module voids the warranty. Kind of strange. Ultima also states that they do not recommend use of a VOES.
At this point, itmay be worth a call to their tech department if I can dig up the number.
I hadn't actually considered that the poor MPG and VOES could be related. My initial thought for VOES was the fact that it pings under load when it gets hot.

John is also correct with his input after my post. Had the same problem with mine when the bike was dynoed with the new engine combination. We could see the reversion with the air cleaner removed. The engine charicteristics also changed with the A/C installed. After nine pulls and appropriate changes to the jetting and advance curves, the bike is now a rocketship. There is a slight flat spot at about 2200rpm that we feel is Voes associated. We'll be addressing that issue shortly.
Intake seal leak on Front cylinder is the culprit.
Used much WD40 at various engine speeds to try and proof the seals. Could never get it to stumble, but... changed the seals yesterday and things got much better.
Took it for an 80 mile loop and got 34MPG in mixed riding (full throttle to steady 75MPH cruise to stuck in traffic. Saw no evidence of stand off either. Probably caused the discoloration on the front cylinder fin as well.
So I'm running a 25 pilot at1 & 1/4 turns out and the bike definitely feels better,.. smoother and much more powerful. Now I can start tuning it per the manual.

Check the paperwork and/or with mfg. Some of those Ultimas recommend against a voes (seems I read somewhere)

Small point! The VOES actually retards the ignition timing briefly when vacuum is increased, as under acceleration. As the engine 'gets into its stride' and vacuum drops the VOES returns timing to normal. It operates with electronic ignition systems.
