IMHO the rear brake is good enough to lock the wheel. Can't do any more than that! Fit a braided hose and after-market pads. You could do the same at the front to see if that gives you enough improvement. Bleed both ends and ensure the fluid is fresh and top quality.
If your bike uses DOT5 fluid, make sure you use it. Check before you change. Beware there is another called DOT5.1 and they DO NOT mix with each other! I have had problems in the past and now only buy H-D DOT5, so I can be certain I am getting the right stuff. It's blue in colour.
Someone in the US DOT should be hanged drawn and quartered for naming two specs as if they were similar, when they actually guarantee they are not compatible. DOT5.1 really should have been called DOT6. End of gripe!
It was not long after your bike and mine were introduced that Harley offered floating discs as a SE option. That gave us all a clue they thought their solid discs were not as good as they could be. So you can think of new floating discs and replace the calipers - there are several options available which bolt-on.
