When I lowered my FXR (13.5" to 11"), the belt was loose, not tight. What gives?

It depends on the geometry of the bike. If the swingarm is mounted forward or rearward of the drive sproket or above or below it.

If you look at your photo the swingarm axle is lower than the rear wheel axle, so the wheel, with the shorter shocks, is slightly closer to the transmission than before. So your belt is (or got) loose!

So on a '92 Dyna, the drive sproket center is below the swing arm center? If so, I comprende'.
